David Emerson Biggs, 75, passed away peacefully on Sunday, August 16, 2026 after living with Parkinson’s disease for more than 24 years.

Born in Niagara Falls, David often said he was born with “the roar in his chest.” He carried that spirit with him throughout his life.

David was the beloved husband of Daphne and devoted father of Melanie (Jim) of Ottawa and Lexi (Dave) of Sudbury. He was an especially proud Bubba to his four grandchildren, Anne, Liam, Brielle, and Audrey. Being their Bubba brought him tremendous joy, and he was immensely proud of each of them.

He was predeceased by his parents, Lorne and Louise Biggs, and is survived by his sister, Barbara Biggs, of Niagara Falls.

A devoted public servant for over 32 years, David dedicated much of his life to serving others. Outside of work, he was happiest fishing, golfing, spending time at the cottage, researching and chronicling the family’s history, and displaying the flags he collected over the years.

As his family headed out the door, David would often leave them with the same words: “Be a leader.” Simple words, but words that reflected the kind of person he hoped his children and grandchildren would become. These are words his family will carry with them.

A celebration of David’s life will be held on October 17 at 3:00 p.m. at Riverside United Church, 3191 Riverside Drive, Ottawa.
